Faced with decreasing oil revenues, high levels of youth and women’s unemployment among nationals, massive influxes of refugee movements,2 mounting international concerns over the sponsorship systems under which migrants work, and increasing evidence of the benefits of allowing internal labour market mobility for (migrant) workers,3 governments in the Middle East are reassessing the current functioning of their sponsorship systems.
