Human Trafficking Network Uncovered by This Is Lebanon
A human trafficking network operating in Lebanon has been exposed, involving illegal brokers who exploit migrant domestic workers, steal their salaries, and deceive Lebanese employers. Survivors' testimonies reveal horrifying abuse, including sexual predation, forced labor, and deception—urgent action is needed to dismantle this network.

THE STORY
Fast facts:

This Is Lebanon has uncovered a network of illegal brokers working together in human trafficking. One of these is a sexual predator who has assaulted many women.
They are: Mr Aboud Zgheib, Mr Rami Keblawi, Mr Bassam Zalzali, Ms Sahar Zakhia (aka Sahar Abou Rjeily) and Nabil Ojeimi. There may be others in their network but these five have been found working together in multiple TIL cases. They pass women between themselves, selling them off, stealing their salaries, keeping them undocumented and robbing Lebanese families of the recruitment fees paid for workers who were coached to lie about their intentions to stay and work. Whenever a negotiator calls one of the brokers about a worker’s unpaid salary and lack of documentation, s/he blames one of the others. It is a web of deceit and lies which is often very hard to untangle.
Trafficker No. 1: Mr Aboud Zgheib is a sexual predator. The domestic workers will tell you about him in their own words:
Case 1 “He's a pervert. He wants to have sex with any girl around him. I'm still haunted by what almost happened but thank goodness it never came to that for me. The days I was with him he would fondle me, asking me to allow him to take me to a hotel and have sex but I did not give in so he came up with a plan that he'll have me when I go sign my papers. Fortunately I did not go. Turns out I am not the first he's done that to. He was telling me how he has slept with many girls and he even showed me one who he sleeps with whenever he wants because she's out of contract.”

Case 2 “She (Sahar) referred me to her friend (Aboud) but this guy he molest girls. He wants nasty from me before I leave. That's why I preferred going to jail. He touched me. He’s not a good man. I would rather live on the street than go back to him. But I'm tired of starting over and over. I'm extremely exhausted of them. I have worked for 7 families but didn't get salary…”
Case 3 “He was asking me to go to his bedroom for sex after taking me from the last madam due to the bad treatment I got there. He sold me to many houses and as if that wasn't enough, he gave me to another office when he was done using me so that the other guy could sell me too. This was the third agent I was given to. A lot of girls are going through a lot in these agents' hands. I wish that somebody could come to the rescue 😔”
Case 4 “Aboud is not a good person. He is telling me to have sex with him but I refused. It was last month when l was sick and l was in a bad situation. l was supposed to go back to my country but Aboud didn't want.”
Case 5 “So it was I think 4 and 5 Dec 2022 when I went to his place from Sahar's. In those two days he tried convincing me to allow him to have sex with me. Whenever he went out he asked me to go with him lying to me that he was taking me to a madam who was waiting for me but turns out he wanted to convince me to allow him to take me to a hotel. Since I did not agree to his suggestion of going to a hotel, he planned to come here and take me with him by lying to the madam that I need to sign some paperwork. He was fondling and caressing me all the way. If you tell him no, he starts touching himself in front of you.”
It is noteworthy that none of these women knew each other. They are from different countries and contacted us at different times but there is a common thread to their testimonies - sexual predation, stolen salaries and being sold to multiple homes.
Rami Keblawi
Trafficker No. 2: Rami Keblawi is a Mason. His son, Houssam (aka Jimmy) works with him in human trafficking. They live in Nabatieh. We first became aware of the Keblawis in February 2020 in the case of Lucy who was, according to Rami, brought to Lebanon by Aboud. When she had been unpaid by her employer for 10 months, she was picked up by Rami, then sent to a number of different employers as he refused to let her go home. One of Lucy’s employers, who was also cheated by Rami, brought a legal case against him. When the negotiator called Aboud about Lucy, he told her
“I am not even an agent; I am just a link between employers who no longer need their workers and other agents”.
Lucy never received her unpaid salary.
Rami and Aboud also collaborated in the abuse of Lydiah, who was made to work in 15 different houses. After months of advocacy, we finally managed to get her sent home from where she wrote, “My mind is not the same anymore.”
Trafficker No. 3: Bassam Zalzali. When Sharon was asked if Aboud and Bassam work together, she replied, “Aboud took me to him (Bassam) when he was done selling me to seven houses so it was his turn to use me to make money.
Nelly contacted us writing, “He came and took me from my employer’s house on the 27 March 2020. He doesn't give us food. We are 5 ladies in his Mom's house.
Even water to take our shower we don't get and my money has been seized. Please I want to go back to Ghana help me
In November, 2022, Christine wrote,
“We are three girls from Kenya locked in a house, no food or water. We are suffering here. We need your help please. I'm not in the office, I'm in the agent's house and that's why sometimes I don't reply when you text. I just want you guys to take me out of here. Can you do that please please I beg you in the name of God please please.”

Trafficker No. 4: Sahar Zakhia (aka Abou Rjeily)
Sahar tells workers she’s in the police, although when a negotiator called her she said she was in the army. Whether either are true, we do not know. What we do know is that she works closely with Aboud in human trafficking. She has no office and keeps workers in her mother's house.
In the case of Lilian who worked in an incredibly toxic environment for an employer with severe mental health issues who was not allowing her to leave, Aboud told the negotiator “Sahar probably told the worker to say that she will work for 1.5 years and instead only work for a year.” It is common practice for these brokers to lie to both the workers and the employers about the length of the contract.
Another worker named Faiza passed through the hands of Sahar, Aboud and Rami. She worked for 6 different employers and was kept undocumented. She wrote, “I have been chased to different houses because of papers. And there is no way I can ask for my salary because if I ask they say we can’t pay you when we don't have any papers.” In one house, she was beaten but when she told Sahar, “instead of helping me she took me to yet another house.” Many workers, like Faiza, complained about being kept undocumented and moved from house to house.
Trafficker No. 5: Nabil Ojeimi
Nabil has chalets in Faraya and is a ski instructor. He is also a manager at Fidelity insurance, Jounieh branch, and is a human trafficker. He first came to our attention in 2019 when he stole the $500 salary of a worker who had been sexually harassed by her employer (she had audio evidence).
In the previously mentioned case of Lydiah, who wrote “my mind is not the same again” after returning to Kenya, Nabil advised her employer to lock her up and beat her.

Nabil was also involved in the case of Lucy, previously mentioned, who was sent home without the 10 months’ salary she was owed. When a negotiator called him, he told her Ramy Keblawi and Aboud Zgheib are liars and were responsible for him losing money on three workers. He claimed to have a legal case against them.
We call on the Lebanese authorities to take action against this human trafficking network. They are not just taking advantage of vulnerable migrant women but are also fleecing Lebanese. The government cannot allow this to continue.

المتاجر بالبشر الأول: عبود زغيب هو مفترس جنسي. العاملات المنزليات يحكين عنه بأنفسهن: القضية 1: "إنه منحرف. يريد ممارسة الجنس مع أي فتاة حوله. لا يزال يطاردني ما كاد أن يحدث، لكن لحسن الحظ لم يصل الأمر لذلك. في الأيام التي كنت معه، كان يلمسني، طالبًا مني أن أسمح له بأخذي إلى فندق لممارسة الجنس، لكنني لم أوافق. لذلك خطط للحصول عليَّ عندما أذهب لتوقيع أوراقي. لحسن الحظ، لم أذهب. اتضح أنني لست الأولى التي فعل معها ذلك. كان يخبرني كيف نام مع العديد من الفتيات وحتى أظهر لي واحدة ينام معها متى شاء لأنها خارج العقد."

القضية 2: "أحالتني (سحر) إلى صديقها (عبود)، لكن هذا الرجل يتحرش بالفتيات. أراد مني أمورًا بذيئة قبل أن أرحل. لهذا فضلت الذهاب إلى السجن. لقد لمسني. إنه ليس رجلًا صالحًا. أفضل العيش في الشارع على العودة إليه. لكنني تعبت من البدء من جديد مرارًا وتكرارًا. أنا متعبة للغاية منهم. لقد عملت لدى 7 عائلات ولم أتلق راتبي..."
القضية 3: "طلب مني الذهاب إلى غرفته للنوم معه بعد أن أخذني من آخر سيدة عملت لديها بسبب سوء المعاملة التي تلقيتها هناك. لقد باعني لعدة منازل، وكأن ذلك لم يكن كافيًا، فقد سلمني إلى مكتب آخر بعد أن استغلني ليقوم الآخر ببيعي أيضًا. كنت مع الوسيط الثالث حينها. تمر العديد من الفتيات بظروف صعبة بين يدي هؤلاء الوسطاء. أتمنى أن يأتي أحد لإنقاذنا 😔"
القضية 4: "عبود ليس شخصًا جيدًا. طلب مني ممارسة الجنس معه، لكنني رفضت. كان ذلك الشهر الماضي عندما كنت مريضة وفي وضع سيئ. كنت من المفترض أن أعود إلى بلدي، لكن عبود لم يكن يريد ذلك."
القضية 5: "ذهبت إلى مكانه من عند سحر في 4 و5 ديسمبر 2022. خلال هذين اليومين، حاول إقناعي بالسماح له بممارسة الجنس معي. في كل مرة يخرج فيها، كان يطلب مني الذهاب معه، كاذبًا بأنه سيأخذني إلى سيدة تنتظرني، لكنه كان يريد إقناعي بالذهاب معه إلى فندق. وعندما رفضت اقتراحه، خطط للمجيء وأخذي معه بالكذب على السيدة بأنني بحاجة إلى توقيع بعض الأوراق. كان يلمسني ويداعبني طوال الطريق. وإذا قلت له لا، يبدأ بلمس نفسه أمامي."
الجدير بالذكر أن أيًا من هؤلاء النساء لم تكن تعرف الأخرى. هن من دول مختلفة وتواصلن معنا في أوقات مختلفة، لكن هناك خيطًا مشتركًا في شهاداتهن - الاستغلال الجنسي، سرقة الرواتب، والبيع إلى عدة منازل.
رامي قبلاوي
المتاجر بالبشر رقم 2: رامي قبلاوي
رامي كبلوي ماسوني، ويعمل معه ابنه حسام (المعروف أيضًا باسم جيمي) في الاتجار بالبشر. يعيشان في النبطية. علمنا لأول مرة عن عائلة كبلوي في فبراير 2020 من خلال قضية لوسي، التي وفقًا لرامي، جلبها عبود إلى لبنان. بعد أن بقيت دون أجر من قبل صاحب عملها لمدة 10 أشهر، التقطها رامي وأرسلها إلى عدد من أصحاب العمل المختلفين، رافضًا السماح لها بالعودة إلى وطنها. رفع أحد أصحاب العمل الذين عملت لديهم لوسي، والذي تعرض أيضًا للخداع من قبل رامي، دعوى قانونية ضده.
عندما اتصل المفاوض بعبود بشأن لوسي، قال لها: "أنا لست حتى وسيطًا، أنا مجرد حلقة وصل بين أصحاب العمل الذين لم يعودوا بحاجة إلى عمالهم ووكلاء آخرين." لم تتلقَ لوسي أبدًا راتبها غير المدفوع.
كما تعاون رامي وعبود في استغلال ليديا، التي أُجبرت على العمل في 15 منزلًا مختلفًا. بعد شهور من الجهود والمناصرة، تمكنا أخيرًا من إعادتها إلى وطنها، حيث كتبت: "عقلي لم يعد كما كان."
سحر زخيا
المتاجرة بالبشر رقم 4: سحر زخيا (المعروفة أيضًا باسم أبو رجيلة)
تخبر سحر العاملات بأنها تعمل في الشرطة، رغم أنها قالت لمفاوض عند الاتصال بها إنها في الجيش. لا نعرف مدى صحة أي من الادعاءين، لكن ما نعرفه هو أنها تعمل عن كثب مع عبود في الاتجار بالبشر. ليس لديها مكتب، وتحتفظ بالعاملات في منزل والدتها.
في قضية ليليان، التي عملت في بيئة سامة للغاية مع صاحب عمل يعاني من مشكلات نفسية حادة ولم يسمح لها بالمغادرة، قال عبود للمفاوض: "ربما سحر أخبرت العاملة أن تقول إنها ستعمل لمدة سنة ونصف، ولكن بدلاً من ذلك، ستعمل لمدة سنة فقط." من الشائع أن يكذب هؤلاء الوسطاء على كل من العاملات وأصحاب العمل بشأن مدة العقد.
عاملة أخرى تدعى فايزة مرت عبر يد سحر وعبود ورامي. عملت لدى 6 أصحاب عمل مختلفين وظلت بلا وثائق. كتبت: "تم مطاردتي إلى منازل مختلفة بسبب الأوراق. ولا يوجد أي طريقة يمكنني من خلالها طلب راتبي، لأنه إذا طلبت، يقولون لي لا يمكننا دفع لك عندما لا نملك أي أوراق." في أحد المنازل، تعرضت للضرب، ولكن عندما أخبرت سحر، "بدلًا من مساعدتي، أخذتني إلى منزل آخر."
اشتكى العديد من العاملات، مثل فايزة، من بقائهن بلا وثائق وإجبارهن على التنقل من منزل إلى آخر.
المتاجر بالبشر رقم 5: نبيل عجيمي
يمتلك نبيل شاليهات في فاريا وهو مدرب تزلج. كما أنه مدير في شركة Fidelity Insurance فرع جونيه، وهو متاجر بالبشر. لفت انتباهنا لأول مرة في عام 2019 عندما سرق راتب عاملة بقيمة 500 دولار كانت قد تعرضت للتحرش الجنسي من قبل صاحب عملها (وكانت لديها أدلة صوتية).
في قضية ليديا المذكورة سابقًا، والتي كتبت "عقلي ليس كما كان" بعد عودتها إلى كينيا، نصح نبيل صاحب عملها بحبسها وضربها.
نبيل عجيمي
كما تورط نبيل في قضية لوسي، التي أُعيدت إلى وطنها دون أن تحصل على راتبها المستحق لمدة 10 أشهر. وعندما اتصل به أحد المفاوضين، قال إن رامي كبلوي وعبود زغيب كاذبان، وإنهما السبب في خسارته للمال بسبب ثلاث عاملات. وادعى أنه رفع قضية قانونية ضدهما.
نناشد السلطات اللبنانية اتخاذ إجراءات ضد هذه الشبكة للاتجار بالبشر. فهم لا يستغلون النساء المهاجرات الضعيفات فحسب، بل يسرقون أيضًا من اللبنانيين. لا يمكن للحكومة السماح باستمرار هذا الوضع.
